Without a doubt, the Year 2020 was one of the most challenging and difficult year for all of us in our living memory. Even though we, here in Australia, have been very fortunate to avoid the devastating rates of infections and deaths seen in many parts of the world, with the overall number of deaths worldwide now over 2.4 million, the COVID-19 Pandemic has had affected every one of us in Australia in some way, with likely more long-term effects.

 

Australia is in an enviable position when it comes to control of COVID-19 and I am certain that most would agree that the Australian government and various health authorities have done a commendable job in their response to the Pandemic. Australia was one of the first countries to shut its borders.

 

Despite some criticism at the time, this single policy has been the most effective one in preventing spreading of the disease and related deaths in Australia. Another plausible response measure was the JobKeeper assistance scheme.

 

Again, not without criticisms, this scheme has helped keep countless number of businesses alive during the worst of the shutdowns, and no doubt, helped prevent stress and psychological trauma of many business owners.

 

Despite our enviable position compared to other countries, the long-term psychological fallout from social isolation from lockdowns and economic and financial losses is yet to be realised.

 

The effect will be greater and longer lasting in those who were already socially disadvantaged and isolated. As shown by many Korean community groups and individuals, we need to reach out to those in need, now more than ever.

 

One major downside of Australian governments’ response has been the disconnect between the federal and state governments and health authorities, and the resulting confusion and frustration arising from inconsistent and unpredictable decision making by individual state premiers.

 

The entire state of Victoria, including regional areas that have not seen a single case for many months, has just gone back into level 4 lockdown in response to a new UK strain of the virus.

 

There is increasing sentiment in the community that such state-wide lockdowns and border closures, which affect many communities unfairly and lead to devastating consequences for many individuals, families and businesses, are motivated more by political reasons and self-pride than based on scientific or health reasoning. We urgently need more clarity and common-sense approach to responses to local clusters, preferably one that is consistent nationally.

 

While new and more infectious strains of the COVID-19 virus emerge, vaccination programs are being rolled out around the world and expected to be the biggest game changer in our fight against the virus. Just today (on 15th Feb, 2021), Australia has received its first batch of more than 142,000 doses Pfizer COVID-19 vaccine. To date, over 38 million doses of this vaccine have been administered worldwide with positive early results in countries such as Israel, where more than half the population has received at least one dose.

 

The University of Oxford/AstraZeneca vaccine is awaiting TGA approval with first batch due to arrive early March. The Australian government has agreements with three other pharmaceutical companies for the supply of COVID vaccines. Although the details of the vaccine rollout are yet to be finalised, partly due to stringent handling requirement, those at higher risk of infection including frontline quarantine and health workers as well as aged care and disability care residents and workers will be vaccinated first, followed by the general public.

 

Despite on-going concerns and uncertainty about the effectiveness of COVID vaccines against new strains and the duration of immunity after vaccinations, vaccination remains our biggest and only realistic hope in our fight against COVID-19.

 

I place my trust the health authorities and TGA in their approval of COVID vaccines, and I strongly recommend that everyone, who is eligible, get vaccinated, not just for themselves but also for the benefit of their family and the community at large. 〠

의심할 여지없이, 2020년도는 우리가 살아가는 동안 최고의 도전과 어려웠던 시간으로 기억될 것이다. 심지어 우리가 이곳 호주에서 세계 도처에서 일어나는 재앙 수준의 감염과 죽음을 피할 수 있었고, 전체적으로 약 240만 명이 넘는 사망자와 함께, 이 재앙을 피할수 있는 행운이 있었다 하더라도, 코비드-19 세계적 전염병은 아마 호주에서 살아가는 우리 각자에게 여러 가지 측면에서 더 장기적으로 영향을 미쳐 갈 것이다.

 

코비드-19 통제에 있어서 호주는 모두의 부러움을 살정도로 잘해왔고, 이 세계적 전염병에 대처함에 있어서 다양한 건강 관련 기관과 호주 정부가 최고로 잘해왔다고 확신한다.

 

호주는 최초로 주와 국경을 봉쇄한 나라 중에 하나였다. 그 당시에 약간의 비난이 있기는 했지만, 호주에서 죽음의 전염병 확산을 방지하는데 이것만큼 좋은 수단은 없었을 것이다.

 

또 다른 타당한 조처는 잡키퍼 보조 수당지급이었다. 더할 나위 없이 이 수당 제도는 최악의 셧다운 기간 동안에도 셀 수 없는 수많은 사업체들을 살려주었고, 의심의 여지없이 수많은 비지니스 업자의 스트레스와 정신적인 트라우마를 잠재울수 있었다.

 

다른 나라들에 비해서 이런 놀라운 대처에도 불구하고, 락다운으로 인한 사회적 고립과 경제적 금전적 손실은 아직 실감나지 않는다. 사회적 약자들과 고립된 사람들에게는 이러한 것이 더 크고 오래갈 것이다. 많은 한국인 커뮤니티 그룹과 개인들에게서 보여지는 것처럼, 훨씬 더 이러한 약자들에게 우리는 더 가까이 다가가야 한다.

 

호주 정부의 대응의 큰 단점 중 하나는 연방정부와 주정부와 보건 당국간의 단절이었고, 이로 인한 혼란과 좌절은 개별 주총리들의 일관되지 않고 예측할 수 없는 결정으로 야기되었다.

 

수개월간 단 한 건의 감염보고가 없던 지역을 포함하여 빅토리아 주 전체가 영국발 변종 바이러스로 인해서 4단계 락다운으로 돌아갔다. 그것 때문에 주 전체의 경계를 봉쇄해서 생기는 사회적인 감정은, 많은 커뮤니티에게 부정적인 영향을 끼치고 개인, 가족 그리고 사업체를 파괴하는 결과를 초래하는데, 이것은 과학적 분석이나 건강에 관한 문제라기보다 자존심과 정치적인 이유 때문으로 보여진다. 우리는 지역감염 경로에 대하여 시급히 국가적으로 더 명쾌하고 합당한 접근을 해야 할 것이다.

 

더 감염이 빠른 새로운 변종 코비드-19 바이러스가 나타나는 동안, 백신 접종 프로그램은 이 바이러스와 싸우는데 최고의 전환점이 될 것이며 이미 전 세계적으로 펼쳐지고 있다.

 

당장 오늘(2021년 2월 15일에) 호주는 화이자사의 142,000회 분의 백신을 처음으로 받았다. 오늘날까지 3천8백만 회분의 백신이 이스라엘과 같은 나라에서는 초기 긍정적인 결과를 얻어냈고 그곳에서 전 인구의 반 이상이 적어도 한 회분의 백신 접종을 받았다.

 

옥수퍼드대학의 아스트라제네카 백신은 3월 초에 첫 물량이 도착하기 위해서 TGA 승인을 기다리고 있다. 호주 정부는코비드 백신의 안정적인 공급을 위해서 다른 3개 제약회사와 협의를 마쳤다.

 

백신 보급의 상세한 일정은 아직 최종적으로 결정나지 않았지만, 일부 엄격한 취급 요건 때문에 일선 노인시설과 장애인들 그리고 거기서 일하는 사람들뿐만 아니라 최일선 건강 시설과 격리 시설에서 일하는 고위험군 사람들에게 먼저 백신을 접종할 것이며 이어서 일반인들에게도 접종될 것이다.

 

백신 접종 후에 면역 지속성과 새 변종에 대항하여 코비드 백신의 효과에 대하여 끊임없는 불확실성과 염려가 있음에도 불구하고, 백신 접종은 코비드-19에 대항하여 싸우는데 있어서 가장 최선적이며 유일한 현실적 희망일 것이다.

 

코비드 백신 승인에 있어서 TGA와 건강 관련 공무원들을 믿으며, 합당하게 백신을 받을 수 있는 모든 사람들은 백신접종을 받아서 자기 자신을 위해서뿐만 아니라 전체적인 사회 구성원과 가족들의 이익을 위해서 백신 접종을 받기를 강력히 추천한다.〠 <번역=이경호 목사>
